When people claim to have a close encounter with ghosts, I noticed they'd recall being frozen in fear on the spot or have the strong urge to run. They claim that they're completely overcome with fear.
I wonder- Is the fear coming from the ghosts themselves (like they exude an aura of fear)? Or is the fear just a natural response to those who've witnessed the ghosts?

That's a good question. I think a big part of the fear is just the shock and seeing something that you've been told, and KNOW isn't right. However, I also believe that certain entities and spirits have the ability to give a... paralyzing affect on a person, because I have been terrified before (someone scared me, watching a scary movie, going through a haunted house), but that doesn't mean I couldn't move. When you're scared, you usually do move. Unless you have a certain energy interfering with you, and literally affecting your physical body.
fear is a human perception and ergo isn't caused directly from the ghost it's your natural response to the unexplained phenomena that you experience. now if it's a poltergeist then yes it does emanate a certain aura that can feel like fear, dread, hopelessness, etc. keep in mind that anybody claiming to have had a close encounter with a ghost could have just experienced an unexplained phenomena that can easily be explained by investigating the surrounding area for clues on what caused sounds or sights that would make one feel uneasy. hope this helps!
No. Ghosts have better things to do, and are usually unaware of your presence. Fear is the opposite of love, and love is the predominate emotion on the 'other' side.
You do know that in order for something to perform anything, they must exist, right? I agree with the only other logical answer here. Also, if you are biased towards logical answers, why ask a question? When you asked this you already had an idea of what you wanted to hear, and someone telling you that your beliefs are factuous didnt quite agree with that predisposition.
I think that they just get scared because they have seen a ghost.
Ghosts do not exist except in works of fiction. It's not difficult to figure that out for yourself either.
No evidence exists to support the idea that ghosts are real. All there is are anecdotes (stuff people said verbally or in writing.) Think of other things that exist only in anecdote: Space aliens. Demons. Fairies. Leprechauns. The Easter bunny. What do these things have in common?
No, it is a natural response.
