Pigeons and other birds are oviparous (egg laying). They mate with each other (sexual reproduction). Fertilisation in birds is internal and they lay eggs that eventually hatches to form a baby pigeon.

Well, it's only the adults that fly about meaning you would only really notice the adults.
I am sure if you hunted for nests and so on you'd find baby pigeons.
