Yes. The overwhelming majority of football fans respect them. As a supporter for the past 45 years now, I've never heard anybody say that they are a dirty team. As far as cheating goes i don't think that Spurs players are any more or less guilty of anything than any other team's players. The worst i ever saw was Paul Gascoigne's challenge on Gary Charles in the 1991 Cup Final and not getting sent off. Spurs stayed at 11 players on the field and luckily won the Cup. 10 men would have been a different story Spurs have a reputation for always trying to play good football even if, as I would readily admit we have a rubbish defence at the moment. But they are always a good team to Watch. On 3rd round Cup draw day, any lower league club would rub their hands in glee if Spurs were coming to town.
