I'm not angry about it, but I don't know enough about our anti-poverty programs to see where the incentives lie. I meet some Republicans who would otherwise be more open-minded if it weren't for perceptions of things like this. We import poor people and can always get more if we need them. The world if full of them. (conservative-siding Democrat)

neither. i just want to know how it is now, acknowledged but not heated opinions. everyone knows we don't put rules on the birthrate. most countries don't. well, there's china.

Yep, especially since some states limit welfare for those with children over the age of 5 or 6.
So long as they have 1 under the age requirement, a single parent, usually the mother, is NOT required to find a job, learn a trade, etc.
THIS means a "new" child every few years.
ALSO, each child increases the amount they receive in welfare, food stamps, etc. so long as they stay eligible.
If as you say America is "importing poor people" then this will be to fill low paid jobs that others refuse or will not do at the rate offered. This is a traditional immigrant cycle and one that has been going on ever since the country existed. What it does show however is that older generations of immigrants have moved on up and will not work for these low paid rates any more, so today's poor immigrants are tomorrows citizens.
The location from where the immigrants come has changed the reasons are the same, it's the same the world over, established citizens want things cheap, but are not prepared to work at those rates themselves, to have things at the price they want there is a need to have low paid workers. So if the poor people are being imported look no further the your own self because you wanting cheap goods and services are driving the demand.
Poor is a relative term, there is always some one richer, what appears a good wage to one group will be a low wage to another, most immigrants start at low levels, through hard work (and most of them do) and by education they go on to become the middle classes of tomorrow, where do you think the Irish, Polish, Russian, etc descendants came from and why originally, they were seeking a way out of poverty.
To relocate yourself to find work, to hope for a better life, and in so doing to work hard to strive for a better future is commendable, and a brave thing to do, would you move half way around the world to try and give your family a better start, leave friends and family and go into the unknown where you are viewed as a second class citizen, struggle against racial and religious prejudice, have to learn an entire new language, suffer from very different climates, these people do and all credit to them.
And look to your own family tree, where did they come from and why, you will probably find your family was once one of the "imported poor people" somewhere down the line.

I can answer the latter: Planned Parenthood is endorsed by the government and gives birth control based on an income-need and social condition basis. Also, America doesn't need to import people. To just import people would be a waste if those people did not have the drive to become citizens, and productive ones at that. Honestly I believe that it isn't the government's place to dictate to us what we do with our bodies. They may suggest all they want, but they have no right to force the issue.
I would think the Republicans would like poor people breeding, since it provides more low-cost labor. They might be encouraged to breed by being denied low-cost contraception or left with breeding as a low-cost (or subsidized) form of entertainment. The people we import often seem to be at least healthy. I consider this a form of wealth.

Yes. The more kids they have, the more Welfare they get.
Religion is the main culprit when it comes to people that breed like rabbits.
The people I've known with multiple children have almost always been religious and they think it's their duty to spawn irresponsibly.
