I love to make homemade items as gifts for Christmas. I usually will go to a Thrift Store (Goodwill) and find a suitable Christmas Basket to start with. Depending on who is getting the Basket I will usually fill it with items such as Crocheted pot holders, maybe a scarf (crocheted) homemade muffins or cookies or christmas candy. small picture frames that I have personalized for the person. Last year I made "button and bead" garlands for the Xmas Tree. Look online for "christmas craft items to make". Use your imagination. You would be surprised what you can come up with. Hope this helps..
Home made candy or cookies are always a great idea. Or if the gift is for someone close you can make a "coupon" book with special favors that can be redeemed throughout the year. For example "Will do dishes" "Dinner for two" "Back rub"... you get the idea. My husband loved that one!
go to the dollar store & buy cheap picture frames & put pictures of you & the person from a fun day that you spent together in it & give it to them. or you could always bake cookies, fudge, cider, and goodies & package them up really cute! Anything like that I always save or savor and know that the person REALLY though of ME & i was not just another name on the list. good luck!
One year my mother and I bought a couple dozen tins from the dollar store and made cookies to fill them with. We handed them out to everyone that we wanted to do something for but couldn't afford to buy real gifts for. They were greatly appreciated and enjoyed!

stuff I've done over the years:
-Hand-knitted dishcloths (my great-grandma used to make these, and I'm carrying on the tradition)
-Pictures of me and my brother and/or me and my cousins (for my grandparents)
-A scarf (for my brother)
-Tile coasters with a photo on it using photo transfer paper (a little hard to explain)
-A scrapbook of previous Christmas parties with my grandparents and cousins
-Cookie mix in a jar
-Drawings
-A throw pillow (made when I was about 7)
Other ideas:
-Homemade baked goods (cookies, bread, etc.)
-Photos and/or photo collage
-Use whatever skills you may have- drawing, painting, woodworking, cooking, writing, etc.
-Give the gift of service- offer to shovel snow, babysit, etc.

A nice painted ornament, a scarf (gloves and socks maybe also), or a letter telling the person how much they mean to you.
