Test drive them both. You'll find the Prius is so nice that it could be going for $40,000 and not $23,000. There's a reason that the Prius has the highest customer satisfaction ratings for the past several years that goes beyond the fact that it is a hybrid.
As for the earlier comment about the batteries being out of warranty at 80,000 miles, the actual battery warranty is 100,000 miles. I believe in California the warranty is even longer. Also, Toyota claims that they have never had to replace a set of batteries from normal usage, and the car has now been around for seven years.
I have an original year 2001 Prius with about 120,000 miles on it, and guess what -- the batteries are just fine and I still get over 50 MPG.
Prius has the truest hybrid. The Civic is a gas engine with electric assist. The Prius is an electric engine with a gas assist. I can't tell you about the actual mileage on the Civic but I just got 45+ mpg on my 07 Prius today and that was all highway miles. The Prius is actually designed to get better gas mileage on the city streets where it uses the electric engine more.
The Prius switches back and forth between gas and electric without you doing anything so when you're sitting in the McDonald's drive-thru the gas engine cuts out and saves on gas and has zero emissions. That's the reason Toyota can claim to be a partial zero emissions car.
Batteries don't need to be replaced after 80k. Prius has been on the road in Japan for 10 years now.

My brother test drove the Honda and the Toyota and told me there is no comparison. The Toyota is the best hands down. I never drove the Honda because I looked at the differences in the EPA and engine designs I went straight to Toyota.
Definitely the Honda Civic. Not only do you get SO much more for your money, but the Prius is butt-ugly and would make your WIFE slap you! But... you are probably going for gas mileage. If you want good gas mileage, go for the best hybrid on the planet: The Honda Insight
After driving both, doing thorough research and talking to owners of both, my wife and I bought a 2007 Prius a week ago. We do NOT regret our decision one bit. I am prejudice, but I highly recommend the Prius. Go to both the Honda and the Toyota Websites and do the side-by-side comparisons. Check consumer reports. Do what you feel is right for you.
But for what it's worth, the Prius was the right decision for us.
Go with the Civic. I'm a Toyota fanatic but the Civic has anicer ride and the real-world mileage is about the same. Also, the Civic will easier to repair in case of an accident sinc ethe body parts are the same as the standard Civic.
I bought the Corolla. Reliable, good gas mileage (38 mpg) and I like the options that came with it. Also, I paid $99 over dealer invoice by negotiating with the salesman over the Internet. And his dealer cost matched the Kelly Blue Book numbers I had previously looked up. But why buy new? As a new driver, you may be better off buying used since insurance is a major factor. Check with your agent to see what they quote you for each of the cars. Again, look at the ways options like side curtain air bags lower your rates. Check Consumer Reports for their recommendations. You would be surprised at some of those they don't recommend like the Mercedes M class. My second choice is the Civic but the last one I sat in didn't feel right to me; which is why you have to make a personal choice, don't trust anyone's opinion without test driving each car.
I like both vehicle but have owned a civic and it depends on how you drive either one to the mileage that you get. I could drive the honda to the beach and back and average 52mpg with the a/c on. Trip was around 400 miles
With gas prices soaring, a Toyota Prius would be ideal but I suppose it is all about preference. If you tend to do a lot of road travel you should lean towards the more fuel efficient one.
