I am looking for my first project car. I have decided on an early 90's and am pretty set on the CR-X ('90-'91) or a Prelude ('92-'93). What would be the best way to go if I am looking to spend between $10,000 and $15,000 including the price of the car.

if your sticking strictly to those years listed than the cr-x is the better choice. it's got the b16a1 engine, 170 horses and vtec. same engine that's in the integra gs-r. the prelude of the years listed are the 2.3L si engine(h23) which only spits out 160 and is non vtec. if you went to 94 and later you could get a vtec model prelude(h22) which come with 190 horses. not to mention the cr-x is almost 600 pounds lighter.
yes but those vtec engines on the crx are japanese motors, not american ones.
the american crx only came with the 108hp
id say go with the crx, its lighter and the early preludes are not much faster but they are heavier
