when I opened where the SJ cord terminates on the motor, I noticed that, there is a line, and a ground terminals but no neutral terminal why? does it mean that I am not going to pull a neutral from the breaker to the receptacle that the motor will plug in? by the way,the sj cord has a hot ,neutral, and ground( black, white, and green) does this mean it is a single phase motor? if so why is rated for 230 volts?

you have a 3phase power compressor get a electrician to run a 3phase breaker from your breaker box or else it wont work and ul blow something up
A couple of thoughts, here. You have two hots and a neutral for your compressor, so you really need three wires and a ground. If you used 10/2 wire, and a regular 250V outlet, you used your neutral as a hot. Unsafe. Pull new cable, 10/3, which will have 2 hots Black-Black, and a neutral. (white) and a ground. Second, your 60 amp breaker is too large for this setup. replace it with a 20 amp, or pull the whole thing into a sub panel and make three 20 amp circuits. For this you should pull #6. Your extension cord also needs to have 4 wires, you cannot safely share ground and neutral! Use a 20 amp dryer plug and receptacle. 4 wire! As far as the compressor not working, check oil level (if any) , and also the cut off pressure switch. It may be shutting off on a mechanical overload, heat or it thinks it has enough pressure.
