last summer i registered a home built skiff in WA state. i took construction pictures, receipts for paint, fiberglass, epoxy, wood, etc with me. the state issued a HIN (hull identification number) boat registration and title. it wasn't a problem.
just gather up enough info to show that you paid for the materials in the boat. (the state wants to know that tax was collected)

they did not need to inspect the boat.
