You log into PayPal. You go to the section "my account" and under that there is a place for adding bank account or credit card. You add the information as required in that section. To verify your credit card, PayPal will do two small (like $1 each) debits to your credit card. On your statement you will see these two debits from PayPal and there will be a number code for the transactions. These two sets of numbers are what you enter into the PayPal account section (in PayPal) to complete your verification. PayPal will re credit you those $1 amounts the next month. It takes about 10 days to complete this process, it's not "instant" If you buy overseas, PayPal will convert the foreign currency amount into your currency and debit your credit card that amount. The exchange rates change every day and PayPal does have a small fee in the rate they use (they don't do currency exchanges for free). If buying overseas, first check the shipping costs as they can be very expensive
