I just walk out of the kitchen saying "Dinner's done!" with my plate of food. Now if there were guests I'd put the serving dishes on the table and they'll get the hint to stop talking and come eat.
you can use fork to tap on a glass, or a bell (what i use), clap, set a timer eg. egg timer, if u have and ipod touch or iphone u can get an app where it makes a siren or gong sound, most sounds actually.
I have never had to announce " it is time to eat ". That great smell coming from the kitchen is enough to make your mouth water every time, (pat, pat) = )

I use my big girl voice and tell the tardy sots to get to the "Table NOW!"

Standing in the doorway of the dining room and loudly announcing it. I like the idea of a dinner bell ... So civilized.

when my kids ask for the thousandth time "WHEN is dinner going to be ready? I'm so HUNNNgggry!!!" I say "right now."
