If you mean Social Security contributions forget about it. That info is confidential. The individual himself can find out. Social Security does not recognize power of attorney. The info can be given to a legal guardian, however. I am retired from Social Security.
If a person is an illegal immigrant they might pay into social security but can't be given credit for their earnings unless they become a citizen. Since the Phillipines is a territory of the US, the same rule applies.
