If you are referring to vanilla protein powder or vanilla meringue powder, they can't be used this way. I'm not familiar with vanilla powder.

It may mean vanilla sugar , but extract will do , just put in a few drops and taste it as you go to check how much you need to put in.

Just use a teaspoon of regular vanilla, that what most recipes call for.
