2. Can I lease any of the cars available, or just those that they have available for leasing?
3. Should I have a specific car picked out or a price range?

Leasing is good only for those who are at least 18 years old, have a good job, have good credit, drive no more than about 12,000 miles a year, like having a new car every 2-3 years, take good care of their cars, and won't want to end the lease early.
Yes, you can lease any new car (not used cars) on a dealer's lot. You should negotiate the price just as if you were buying. But, most important, you should understand how leasing works, which you obviously do not. Otherwise you are at risk of making a huge mistake.

They are lured by the fake promise of low payments. Reality is the payments are much higher than advertised and insurance is very expensive for leases.

Unless you have excellent credit, you will not qualify for a lease. If you plan to lease for more than 3 years, do not lease. Unless you can write off the lease on your taxes, you should not lease. It would be better to try to find an off-lease vehicle and purchase it than to lease a brand-new vehicle.
You aren't going to get anywhere unless you go to the dealer and see what's there, and go by their deal. You won't get very far over the phone.
