How to make vector graphics in Paint Tool SAI?

I want to start working with Graphic design competitions, and make logos. I need to make these logos a vector image, how can I do this using Paint Tool SAI?

Would I save it as a .png or ??

It depends on what you mean by wobbly. I've never used paint tool sai, but I own and use photoshop and as long as your intuos drivers are installed on the machine the pressure sensitivity will translate in PS so that it works similar to how you would draw with a pen or pencil. Depending on what type of line art you are trying to create you might consider Adobe Illustrator as well. Both programs can be expensive so I recommend downloading the demos first and deciding which works best for you.
