Zero is definitely a number because in the number 1,000 if it was $1,000 and zero wasn't a number you actually have a dollar in your bank account instead of $1,000 which definitely sucks =[. Zero is an awesome number! :] Double Zero (00) is not actually real. It can take place of a number the way zero does but it's not a real official number, it's redundant, exceeding what is necessary or normal.
