Not at all. The parodies of Star Trek episodes, the time they were all expecting their "periods" to start, the mocking of organized religion (and Sally Fields), the aquarium full of "seamen", etc.
I loved the episode when they were kindergartners, saying "Oh, my god, they killed Kenny! You bastards!" in little boy voices.

They aren't all but a good deal of them do have at least some political satire moments.

No. There are more than a few episodes that have nothing to do with politics or even social issues.
Episodes like "More Crap" and "Scott Tenorman Must Die" are two such episodes.
