Problem:
y-4=0
How would you change that to the formula y=mx+b?
m= slope
b= y-intercept
the line is literally y=4
If you add the 4 to both sides you get y=4. Thus your graph would have a horizontal line at 4 on the y-axis. The slope is 0 because it's y=0x+4.

y = 0 + 4
m = 1, b = 4
or
m =4, b = 0
