I'm pretty familiar with some older versions of Paint Shop Pro (7-9). I've recently came across a photo program called ACDSee Photo Editor. I would like to buy one of these, they look pretty similar. Can anyone tell me the difference or which one is better.

I have not used PSP so I cannot comment specifically on that, However, I do use ACDSee Photo Editor 2008 and I like it very much. I am a digital scrapbooker and I use it to create digital scrap pages. It is very similar to Photoshop Elements, but I found it to be much easier to use.
Some of the nice features that I like about it is that you can move through the layers, called "Objects" very easily. You can also recolor, re-size, flip and rotate elements very easily.
There are ready-to-use templates installed on Photo Editor to help create scrap pages, cards and other digital projects.
