I do not like PCB Express even though its free... The reason is that you can only get your boards from a sole provider and cannot shop for a cheaper supplier. It also doesn't let you print your design.
Consider using DipTrace instead. Www.diptrace.com
Diptrace has a free version that is for students and hobbyists. It allows exporting to gerber files so you can submit your design to ANY pcb fabrication house. Diptrace also lets you print your design so you can make artwork if you want to etch your own boards. The free version is limited to two layer designs and roughly 100 pins. The pin limitation limits you to small circuits but to be honest i never ran up against the limit and coud make some fairly large circuits.

Use ExpressPCB that has an on-line program that is free and you can order the PCBs from them when you are done the design.

you can try the free version first. in my eyes the best software to begin with.
