I'm guessing you mean the brake drum itself.Remove the wheel and take a good look at the brake drum.Some have screws that hold them in place and some don't.After that use a hammer and block of wood or a rubber mallet and start beating the piss out of them.Between rust and a ridge that develops on the edge of the drum from brake wear they can be a real bugger to get off.
