Hi, I'm studying Mandarin Chinese and learned this phrase today. My Chinese teacher said it had several different meanings. He said it could mean "excuse me" (Same as dui bu qi) or it could mean "Not the same relationship" (As in a book has no relationship to a glass of water). This confused me a little, I'm not quite sure how to use this in a sentence/general conversation.

It is different from "dui bu qi".they are not equal.
it is a oral expression. when someone says "sorry(dui bu qi)"then you can say"mei guan xi" .
and this word also have a meaning just like your teacher said. : has no relationship to.
in this meaning "mei guan xi" or "mei you guan xi" can t be uesd alone. it must exist in some sentence.
eg:wo he ta mei guan xi.(我和他没关系) Im not related to him!
wo men yi jing fen shou le wo men mei guan xi le.(我们已经分手了我们没关系了)We're apart .I have no relationship with you.
Mei guan xi; it is a polysemous word.
you can look it as two very different words.

Same as in English, it depends. Mei guan xi means it doesn't matter and this could be said politely or with an attitude, so could I don't care. But strictly speaking they have different meanings.
