There's no way for a dog to catch a car. If the dog caught up to one, it's breed and temperament would play a role in what action the dog takes. Some dogs may try to herd it, some may just run around it and others would realize there's nothing they can do with it. Either way, a dog chasing a car is a very dangerous situation and the dog can easily end up dead.
I think they chase them partly for intertainment, but also it seems that it is certain ones that they seem to want to chase. The louder ones seem to really annoy dogs. Kinda like the ups truck, I have never known a dog that did not bark or want to attack a ups truck. If they caught a car, we had a Heeler that bit a hole into the sidewall of a tire.
My old Border Collie would chase cars and bark at them. Even in the car, she would bark at cars in the opposite lane. As one poster above mentioned, if that dog had ever caught one, she would run circles around it and try to contain it. Just instinct she was born with.

My doxen chases cars. When i am on a walk with him he'll start chasing. (of course hes on a leash though) I think they want to protect you.
