It depends on what kind of fight Garcia allows it to be. If he can make it a boxing match, he can do what Richard Abril did and box Rios' ears off. If he tries to slug, like Alvarado did, he will get knocked out like Alvarado did. I think Garcia has the toughness, skills and jab to win this fight...but it depends on his strategy and how much he can stick to it considering the pressure Rios would bring.
In Garcia's last two bouts, he was getting out boxed by Khan and Morales, but managed to land good shots at the right time (against Morales, pushing him ahead on the cards late in the fight and against Khan taking him out with one shot). Garcia has the power, but Rios has a better chin than the two previous fighters mentioned, and is also undefeated. If Rios got on the inside on Garcia, he would over power Garcia and land the better, harder shots, forcing Garcia to look for the one big punch. Garcia I also believe could out box Rios if he wished to, but Garcia likes a slug fest. I think Garcia would get caught up in trading with Rios and I think Rios wins that kind of fight. So basically, on the inside, Rios wins by stoppage unless Garcia can land a big, lucky shot and on the outside I think Garcia wins, but I doubt Garcia would be able to stay on the outside during the course of this fight.
