I have a 2003 Chevy Silverado and was wondering if they have catalytic converters in them I read a thing that said if they don't have the converters than straight pipes are not illegal but if they do then they are so just do they and what does a catalytic converter do?

At least Monkeyboy got this right. The fact is that up until fuel injection became the norm in the mid-late 1980's, if your federal emission (49 state) vehicle's gross vehicle weight rating (gvwr) was over 8600 lbs. then it didn't come with a catalytic converter. Obviously there were no cars rated that high but some trucks were and still are and the laws for California (and a few other states now) were and still are different.
In your case though, yes, it has at least one.
As others have told you it is illegal t remove your catalytic converter or your muffler. You can put on a cat back dual muffler system. but no straight pipes with out mufflers.
Others are wrong, converters were not mandated on every vehicle, there are always exceptions, some of the HD emissions passenger trucks didn't have cats for a long time.
But yes, your truck has converter(s), and it's illegal to add or subtract from the number it was originally equipped with.
Just remove the mufflers if you want it to be louder. New cats are not a restriction to making power, and they tend to act as resonators, taking the nasty drone out of some exhaust systems.
Every vehicle sold in America starting with model year 1975 is required by federal law to have a catalytic converter. It is a device that reduces the carbon emissions, it is illegal to remove it from your vehicle, they also muffle the sound quite a bit which is why it would still be legal to run straight pipes with it. However straights sound like garbage on a stock engine, don't do it. Invest in a good exhaust system instead.
yes it has up to 4 converters. they became mandatory in the 70's on every car. what it does it uses a combination of metals and elements to purify exhaust gasses and remove some of the pollutants
every car produced in the US since 1977 has a catalytic converter.
