I assume you mean "donate". Of course, there are atheists who donate blood. Why not? The only difference between theists and atheists is their belief about the existence of god/s. Atheists can and do care as much about their fellow humans as theists do.
If you mean "donate", then yes. Atheists understand that life is entirely a physical process. Supporting a health care system helps to make that service available to ones own life when needed.
Of course, why would we not? Every atheist I know is also an organ donor and carries a card saying so. We care about people which is more than you can say for many Christians.

I donate ever 60 days. Red Cross won't let you donate any more often than that. I get a free tiny can of apple juice!

Since my husband works for the Red Cross, you'd better believe he does.
My atheist brother has donated so much over the years that he now gets special prizes, and he was written up in the newspaper in his city last year.
