It depends on the Pisces other aspects. Usually Pisces aren't leaders that want to be in control, however if they have other aspects in their charts then this may not necessarily be the case. The moon sign does help in compatibility. Like if a Scorpio has a Sagittarius moon and a Sagittarius has a Scorpio moon then they will have a pretty good fighting chance. I personally don't know too many Pisces+Scorpio combinations that have worked even though everyone says it does work because they are both water signs. But that is too simplistic imo.
Defining "leadership" means a lot.
Pisces do tend to have a guide, at least someone with who "they'll swim together" but as soon as some problem arise they simply start swimming in the other side, avoiding it.
That's why they don't need a leader who'll tell them what to do but a guide who'll navigate them simply by being with them. They're like to follow, similar to Geminis. They're both on the same level on energy, yet, so different in many aspects of personality.
