Deserve? Don't know what a city needs to have done to "deserve" a MLB team.
Assume you're referring to Portland, OR and not Portland, ME. Portland has a rich history of minor league baseball. But, in 2010, the Portland Beavers were sold and relocated due to the lack of a suitable location for a AAA team.
For any city to be considered for a MLB franchise, it would require MLB to expand by two teams (therefore, two cities) or relocate an existing MLB to another city that would have: a mulitbillion dollar owner or ownership group, a suitable location for a stadium and a fan base that could support an 81 game home schedule.
Currently, there is no talk of MLB expansion. However, there are two MLB teams who are looking for new stadiums in their areas - Oakland and Tampa Bay. But I doubt, the Portland area could support a MLB team long term.
My uncle knows a lot about sports and I was asking him about professional baseball in Louisiana and why New Orleans wasn't able to keep a major league team. He said the key is to have a big enough metropolitan area and surrounding areas where people would come from to go to games, etc. Based on this I don't think Portland could support a team. I mean besides Vancouver, WA where else is there a large population base around Portland?
I agree with some of the other posters, no one is entitled to anything. The most compelling argument Portland has for a team is Paul Allen and his megabucks, but then again that hasn't allowed Mark Cuban to buy into the league yet(which is an absolute travesty).
I like the ABA guy's suggestion of Indy and SA, but I'm biased and don't know if baseball would work in those cities. Actually SA has good weather year round it would be tough for it not to, but in terms of market size and it may not. That and Texas is a football state, people go their entire live's there not giving a rat's a** about baseball.
There's a lot of different factors that come into play with who will get a baseball team, but the one most likely to lose one is Oakland by a mile in my opinion. They have too much territorial competition with the GIants and if a new stadium doesn't get built soon it will be adios.
