Ok so like I have been checking a bunch of stores online and they all have the exact camera I want for the same price. My parents said they no. I have asked them more than once and my mom finally gave in, but my dad is still too stubborn. What do I do? Or how do I get my dad to lighten up?

I like Mr Cellophane's response, and those of others, who have suggested you get a job to save up for one. That's the real world; NOTHING is handed to you for free. (That's how I was able to buy my Hasselblad.)
Once you DO land a part-time job, and have demonstrated an effort to save that money, you could, perhaps, approach your folks again, stating that you'd like to get that camera, you've done your research, etc. Once they see you're focused (no pun intended), they may even go so far as to match what you've saved! Thus, your "investment" would be one-half of what it would have otherwise been.
Buying the actual camera itself is only part of the total acquisition costs involved. Have you considered other items? You'll want to protect your investment with a camera bag. What about recording media, such as memory cards or film - and remember, film has additional processing costs involved.
Let's not forget other accessories such as filters, a quality tripod, etc. While you don't have to buy ALL of these at once, you'll want to plan for buying them down the road.
By the little description of the camera I'll say is a SLR, maybe Cannon or Pentax. To convince your parents do this; buy the best and most expensive film, go to a professional place to develop your film, remember, a 4x6 isn't good for a portfolio, get something bigger, start shooting in B&W or infrared (very expensive film), shoot several rolls of film every week (3 or 4). After that show them the camera you want and show them the specs of that camera, Oops, the digital camera do all that "in camera", no need for expensive film, trips to the developing studio and you can print them at a kiosk on Walmart or Walgreens!!!! As you said, you can print only those you need or want, no need to develop and print a hole roll of film. Remember, it doesn't matter how much money people have (older brother just got a new Mercedes for his birthday) if you present the problem in Dimes & Cents, they listen.
Keep making up clear logical reasons and back it up with supporting statements and tie it to why you want the camera. Make sure you don't repeat the same thing over and over, that's the worse thing you can do in a attempt to convince someone, it will only undermine your credibility and will move you backwards instead of forward.
You want a camera? Why?
Because you have no other hobby and you work so hard at school all the time and you want a camera so that working and having fun are parallel in your life, it needs to equal out for you to continue working hard. You can't work all the time without having fun, you're not a robot. etc. etc. etc.
What do you besides not pay rent, eat free, get clothed free and complain about how mistreated you are? Currently, you are a money pit that their excess cash (if any) goes to. What have you done for them lately. What chores do you do? How do save them money? How about getting a job. They are not there to furnish your every want and need, just the needs which is food, clothing and a roof over you head. I'm sure if you earn it, they will get it for you and be happy in doing it.
You have to give him more intention, and get commitment to do something for him to be happy.
You don't. You get a job and buy it yourself.
