My brother and I own 2 parakeets ; Sky and Sunshine . Ever since they got to my house, they chirp noisily and climb around their cage chirping. and do some lovey dovey stuff like licking each other and something that looks like they're K-I-S-S-I-N-G
Update:my parents doesn't let me take them out bk they might bother our fish and fly around the house and we might not be able to put them back in the cage
Update 3:they're quiet when eating ,sleeping and when I give them attention

That way you can bond with them easier and they won't fly into a window and get hurt...or out a door. If they are friendly they will be much quieter while you are playing with them outside their cages. At night you can cover their cage to let them know it's bedtime too (this doesn't work if there are bright lights still on and loud noises from tv and such). That way they will queit down and go to sleep.

ESPECIALLY when there are two they'll be more lively. If they STOP making noise, thats what I'm WORRIED about.

Use a dark colored cover to cover and make sure there is no light near them.
