I bought a parakeet a while ago and I would like to be able to hold it.I touched her once, and she bit me. I did actually look up what to do, and every site said to put my hand in everyday, and she would eventually get used to me. I've tried this method several times, and it just does NOT work, she freaks out every time, and I do exactly what everyone says to do. Is there anything else I can try?

That is one technique you've done. Your first supposed to start off by talking to it for 10 to 15 minutes to actually bond & get him or her to know who you are & get used to your voice, then you stick your hand in there cage for 15 to 20 minutes. "I did mines for 30 & talked to them while I done it." Then you can try feeding your parakeet a millet & let them eat from you & trust your hand & trust you in general. Talk to them while they eat from you. Taming your birds can take weeks, months & maybe years. You have to have patients & love for your birds. I picture my birds as my children & thats what helps me. Try doing the whole thing, I wrote it in the order I do mine in then your bird should be tamed in time. If not then your doing something wrong or they are not a social bird.
It is actually best to begin this type of training when they are taken from the nest just before they are ready to leave the nest, they become attached and close to you.
If the bird is too old it is ofcourse a slow long process.

You've just got to be patient with her. Move slowly. Try to get your finger under her chest, and apply a little pressure, trying to get her to step up.
Key is to move slowly.
