How much brake pad drag is normal?
On my Honda Civic, when the rear wheels are jacked up and I spin them they only rotate about 3/4 to 1 revolution because of the drag from the brakes. These aren't brand new pads, and the parking brake it completely disengaged. Is this resistance from the pads normal, or should the wheels spin completely freely?

they should spin somewhat freely. might have a build-up of brake dust. I am assuming these are drum brakes? if so remove wheel then slide drum off and clean with some brake cleaner.
