If you're coming to anywhere in Australia on any type of temporary visa (student, tourist etc), you can drive on your Singapore licence as long as it is valid - there is no time restriction. If your licence isn't in English, you must also have an International Driving Permit (IDP) or an authorised translation and you must carry the IDP or translation together with your Singapore licence whenever you are driving. If your Singapore licence is in English, you don't need an IDP.
If you are moving to Australia on a permanent visa, you must obtain a licence for the state in which you will be living within a few months. For Melbourne, you have 6 months to get a Victorian licence; all other states give you only 3 months to change over. People with Singapore licences are not required to take a driving test.
A word of warning. Driving in Melbourne can be dangerous if you don't know what you are doing when it comes to turning right where there are Tram Lines. Some Tram Line are down the middle of the road. A normal right hand turn you approach the intersection as close to the left of the centre of the road as possible then turn just right of the centre of the intersection.
But if you have to turn right where there is a tram line you have to do a Hook Turn.
