I had my dog neutered early this year. As warned, he gained weight, and gradually started growing this dry, red, rash on his neck to upper chest. I dont really see him scratch this area since we took off the collar. A month or so after noticed some hair small spots of hair loss randomly, but not on his back or face. Then around his eyes looks really dry, then he started to have this "distinguished" stink smell even hours after showering. He is always scratching. I can't afford to bring him to a vet :-( He is a male toy fox terrier mix about 7-12 pounds.

allergies are most likely the cause along with wet grass or weeds that touch his skin.my husky have had bad outbreaks for 10 yrs so i keep him out of anything wet outside then wipe him with a dry towel when he comes in from doing his potty.after spending thousands od dollars on treatments with out much luck i have been giving him home remedies which have worked great. get apple cider vinegar and mix equal amouts of water with it and put it in a spray bottle and spray all the bad spots on ur pooch when ever he is scratching and it helps soothe the skin, give him 1 omega fish oil pill every day and add 1/2 tsp of chopped garlic and brewers yeast in his food and my big guy is happy and playing agin with just a few scratches.u can also give him benadryal capsules but only 1/2 since he is small or get childrens strength. 1 in the am and 1 at night will help then cut the dose down to just once a day until he is better.anti itch creams and powders will also ease the itch but the vineagar is the best and even when they lick it off it won't hurt them. it sure has done the trick with my husky. good luck
THis could be 2 things and the first one I would think is allergies to the food he is eating.
Dogs get allergies to certain foods and they they break out in patches and smells bad.
Dog food like store name brands are very good for this type of allergy and they can cause the dog to developer scaly dry patchy skin.
Omega 3 and 6 are fish oils that are found in some of your better dog food brands and these brands cost more but the ingredients are extreamlybeneficiall for the dog.
Also make sure your dog food does not contain, corn, wheat, soy , or corn gluten as these are indicatorators of your dogs condition.
Go to a pet store for better brands like
INNOVA
WELLNESS
CANADIE
TASTE OR THE WILD
BLUE BUFFALO
now if you are feeding a good quality dog food then I would look at something like mange
He could have sporadic mange where it comes out incertainn places so if changing foods does not help then a trip to the vet is necessary.
You could be dealing with a mange situation, and if so the only way to keep it from getting worse is treatment only afforded by a vet. All the shampoos and ointments you can buy over the counter, will not cure this......only prescriptions medications will.
At any rate, what you are describing is nothing that can be handled away from a vet.
benadryl will help with the itching. could desire to confirm what's inflicting this. substitute in nutrition, fleas, different grimy stuff might have picked up outdoors from yet another dogs? If no longer sores provide him a tub save some form of cream or ointment on it and phone/make an appointment and confirm to invite if there is a few thing to do from living house next time.
best to go to a vet as it sounds serious . dont drag any further . you might want to do some reseach on forum etc to find out more before you can bring him to a vet .
