You have to pay them for the damage you did. The owner of the car can also be held responsible. If the other person calls the police, he CAN be arrested, but likely won't be. He WILL get a ticket, and likely will have his license suspended.

If there was an officer at the scene they will fill out a report, your freind may be ticketed. When you have no insurance and you hit some1 car their insurance will cover the damages and then their insurance company will go after you for the damages. There should not be any jail time unless your freind was driving under the influence. As far as the possibility of a suspended license-it soley depands on your state's laws...contact your local dmv for the answer to that question. If it goes to court he will have to provide current proof of insurance.
I don't know about Florida, but my brother failed to show proof of insurance after another speeding ticket here in Ohio...ended up with a 9-month suspended license and his car was even 'booted' for a month.
don't count on the other person not sueing. they have up to two years (in most states) to do so. you would be better to get a lawyer involved for the stupidity of driving knowing their was no insurance. you better pay them, and even have a lawyer draw up an agreement that no further damages can be pursuied. otherwise next year, even if you pay them, they can hit you up with the lawsuit, and you would LOSE.
I really don't understand why people take the risk of driving without insurance. Your friend is in deep doo-doo. The other person could sue and your friend could lose everything.The least that will happen is they will need to pay for all damages.
Check carefully for this is serious matter.

if the police were called he will get a ticket for no insurance. he will have to go to court, pay fine and probably get his license suspended. as for the other party, they will have to file under their insurance for repairs and injury and their insurance company is going to come back to your friend to get money back.
Loss of license, big fine plus damages. Be lucky the other person didn't sue.
Advice: get insurance, period. No excuse.
