Ok. So I don't believe I ever received the red eagle redoubt quest from the Jarl but i do remember a miscellaneous quest that said find red eagle's sword or something. so i did do that quest which led me to rebel's cairn which is now cleared. Anyways the reason why I need help is because the Jarl wont give me the quest and the steward I can't even talk to. I have cleared the red eagle redoubt cave on my own but i went back to the Jarl and he still didn't say anything. is this a bug? and if so is there a way around it or to fix it because I REALLY want the Markarth house!!!

Yes. I am level 26. Well I have read that I need to do a few quests (like kill a forsworn leader at Red eagle Redoubt) before I can get the Dungeon Delving quest but I have cleared all of the dungeons without ever receiving any of the quests from the Jarl and he still doesn't say anything or offer me to help him with the Dungeon Delving. Pretty much when I ask him about a house he says "I don't know you and don't sell my houses to just anyone but if your willing to work and prove yourself then my steward can help you with that." and then I go to the steward and can't even get into a conversation with him. The only other choices I have when I am talking to the Jarl is to tell him about dragons returning, asking him how the war is effecting Markarth, or other stuff that isn't related to quests. So I don't know if this is a bug or not?
