I'm a big fan of visual novels myself and though there aren't that many officially released in English, there are some fan releases.

There you can search for visual novels not just for the PSP but for the PC or other systems, too.

As for obtaining any that catch your interest, I'm sure you could find a torrent somewhere.

Also, Corpse Party for PSP is really good and it was officially released in English (only there are some mistranslations...)

It's a horror game but it has a very visual novel feel as the main emphasis is on story and there are multiple endings you can get and the entire experience is just really chilling.

I didn't think I'd like it at first with how picky I am, but it proved to be one of the best games I'd ever played.

Top Ten Visual Novels

There are a lot of great visual novels for the PSP made by Aksys/Atlus, there's one series (That's aimed at the female demographic) called Hakuoki that has about 4 officially released english titles, they've also made games for the guys. :)

And of course as someone has said already, Corpse party is very very well written horror game.

You can buy Hakuoki for the PSP at Amazon or most game stores. There aren't going to be any for the PS3 in English though, they're not allowed to put visual novels onto fullsize consoles in English.
