1. OPEC controls the supply of oil which controls our prices, they can raise or lower production whenever they see fit. Our oil companies can also raise and lower their prices and our governments taxes that go along with that can be manipulated. We have become far too dependant on oil and the rich elite in the oil industry are aware of that.
2. Peak oil is a term you should familiarize yourself with because it's the end of cheap oil. As worldwide deposits of oil continue to be dredged up it becomes increasingly more costly to research where the oil is and to get it. This also drives up the oil prices, but remember also oil is a non renewable resource with limited supply. China's current trend of capitalism is going to create a demand for oil that cannot be met, therefore prices will skyrocket astronomically in the coming years due to this influence alone. Whenever we've reached "Hubbert's Peak" the time when production does not meet demand you will really see the increases.
It's a lose lose situation, if we don't invest in alternative energy we will see a world war over the last remaining oil reserves, and countries that have more abundant oil production. The U.S. peaked in 1979 which is why we don't build more rigs, it's simply not profitable. The world is to follow soon, or has already peaked.

With war, weather, and no long-term plan to an alternative, the answer is No. Most people are still driving large vehicles, that has to tell you something. Most Americans will accept the high cost of gas and do nothing to change there ways. I predict gas will be 50 cents to a dollar more by next year.
Possibly, if we can get more supply by drilling and have people invest more in fuel-efficient vehicles. If you think about it though, gas here in the states is still lower than that of European countries. Yes, it sucks that gas is so expensive now, but if we follow up on the basic ideas of supply and demand, we might be able to lower them.
