It is -128 + 30(1/60) + 45(1/3600)
But shouldn't it be -128 - 30(1/60) - 45(1/3600)
Because the solution is -128.513 not -127.4875
So when I've negative degrees I subtract the minutes and seconds to get to my solution?

The negative sign applies to the minutes and seconds also.
-128³30'45" is not -128+30/60+45/3600 degrees.
It is -(128 + 30/60 + 45/3600) degrees.
That is the same situation as :
128.135 = 128 + 1/10 + 3/100 + 5/1000
and
-128.135 = -(120 + 1/10 + 3/100 + 5/1000)
-128.135 is not -120 + 1/10 + 3/100 + 5/1000
neither is
-128° 30' 45'' = -128 + 30/60 + 45/3600
Yes.
The problem might be written as:
-(128 deg 30' 45")
=-(128 deg + 30/60 deg + 45/3600 deg)
= - ( 128.5215)
= - 128.5215
The minus sign in the original applies to the whole smash describing the magnitude of the angle.
Write -128 degrees 30' 45'' as a decimal?
-128* + 30' + 45"
= -128* + .5 + .75/60
= -128* + .5 + .0125
= -127.4875*
