It is -128 + 30(1/60) + 45(1/3600)
But shouldn't it be -128 - 30(1/60) - 45(1/3600)
Because the solution is -128.513 not -127.4875
So when I've negative degrees I subtract the minutes and seconds to get to my solution?

It is -(128 + 30/60 + 45/3600) degrees.
