Considering you were only out for 15 minutes your skin is very white and the sun was very hot and you weren't wearing sunscreen.
If you want a tan the best way to tan is to go out in the sun for only 10 minutes - wearing sunscreen - and don't go in the sun between 10am and 3pm. This way you'll progressively get a tan. Some peoples skin just can't take the sun as easily as others.
I've found that the best thing to do it to go for a walk in the afternoon everyday even for only half an hour. After a few days you'll have a tan and you'll also be fit.
Lotion and aloe won't keep you from tanning. Put it on all day so you don't peel... That's when you get into the uneven skin tones. Next time you'll know to maybe only go tanning for 7 minutes, and then build gradually up. haha Good luck!

Tan in short amounts gradually or better yet, don't tan in sun and use non-orange spray on. Aloe vera will help with burns though
