The Constitutional Convention on 1787 drew up a new Constitution that would be submitted for state ratification. Arguments between the Federalists and Anti-Federalists created differing views on whether the Constitution should be ratified or not. The first-party system soon developed out of tension between two men from the George Washington administration- Alexander Hamilton (Federalist) and Thomas Jefferson (Anti-Federalist). Hamilton ’s influence over domestic and foreign affairs led Jefferson to oppose them as he had differing views. As secretary of treasury to the Washington administration, Hamilton submitted three controversial reports to Congress in from 1790-1791 to strengthen the national government- the “Report on the Public Credit”, the “Report on the Constitutionality of the National Bank”, and the “Report on Manufactures”. The British and French war in 1793 developed further tensions between the two factions on whether to side with the British or French.
