Ok it started reading no disk right when I got it out of the box, even when a disc was in it.
So, I took the top off and then turned it on, and the motor spun the disk a few times, VERY SLOWLY, not even making a full rotation. Is it supposed to just spin it very slightly, not even making a rotation, then stop, or when you turn it on should it start spinning at a somewhat fast rotation and not stop? I need to figure out what is wrong with it.

Don't bother. If the DVD player is not reading a good disc straight out of the box, I'd be going back to the store where you bought it for an exchange.
The player initially is trying to determine what kind of disc it's reading (CD, DVD, VCD, CD-ROM, etc). Sometimes it can take up to 15 secs for that to happen, an eternity for a lot of us. It should spin and stop periodically throughout the process. What you're describing seems unusual. Sounds like one of my DVD players straight out of the box which I ended up returning.
I'm a techie at heart, but I wouldn't spend the time trying to fix something that should work right away.
