I have 2 parakeets. I make them Cheerio cereal garland strung on plain kitchen twine. I just tie it from one end of the cage to another and they won't stop until every last piece is chewed off. I can't figure out if they're actually consuming any of it - but they sure are enjoying themselves!
Probably anything that will stand up to constant pecking without comming apart and is bright colored could be a parakeet toy. They seem to like small mirrors, bells, most things that rattle or spin. Look in the baby toy section you probably can find lots of things you can adapt for your bird. Those seed balls are cool. Also a small bowl with water, they love to bathe!
I have a quaker parrot named Lolita or "Lola". Of all the toys she has, she only cares about two things-her mirror and her string of bells.
You can buy the bells at any hobby store, even wal mart. Attach them to a piece of hemp. You can do the same with a compact mirror. Try to stay away from things that contain small pieces of metal- Lola's mate Cardini died that way. He eat the twist die that attached his pineapple treat I bought at the store.
I bought a roll of paper streamers from walmart, and strung it through the bars in my bird's cage. He loved the bright colors and had a ball tearing them up!

Try to stay away from mirrors because birds usually have an issue with falling in love with themselves.
But I would say just to string together beads that aren't too small (you don't want them choking) and bells.
Birds tend to love bells. :)
