Tonight I was driving home from work in my '96 Honda Civic LX and I stopped at a red light. My car's rpm's were going up and down. When the light turned green, I noticed that my speedometer read "0." I pulled over and turned my car off and back on, hoping it would correct itself (yes, I'm a girl). That didn't help the problem. I also noticed my power steering is gone and my headlights were blinking like my four-ways were on. Could someone please advise me as to what the problem could possibly be?

it sounds like one or more of your grounds came loose and its shorting the headlights out
its possible that you may have lost your power steering belt or you're low on power steering fluid..
as for the RPMs, there are a few answers to this question.. 1. your idle air control valve will cause your RPM's to jump if you have a loose hose on anywhere in your vacuum system; 2. if you're low on coolant/anti-freeze it will trigger the idle air control valve to act in such a way; 3. your distributor is on its way out. the distributors job is to distribute spark into the cylinders, which controls the cams, pistons, valves and timing control. have a trusted mechanic examine your car throughly, and if you have any check engine lights that would be your main way of diagnosing the problem directly.
i guess that's the HONDA quality I hear so much about. because, you know consumer reports is a reputable publication and they say HONDA is the BEST and my 1981 Oldsmobile was rated extremely unreliable but after 28 years later I "rely" on it to get me to and from everywhere and beyond normal maintenance, never has any problems hmmmmmmm ya and I haven't seen an 81 HONDA on the road in over 10 years
Everyone's forgetting about the gauge cluster... maybe a wiring is cut or fried.
It may also be your speed sensor. My cars speed sensor is gone completely and I'm too lazy to fix that lmao.
