I'm 17, tomorrow I have my first job interview at Kohl's and they told me to dress business casual. I have no button up shirts or slacks, I don't know what business casual is but I can assure you I don't own anything business casual...
What do I wear then? What would be appropriate to wear at a job interview if I don't own button up shirts, slacks, dresses, or suits, and can't buy any of these things?

Just buy one of those black jackets that you can pair up with anything. Kinda like a suit top. Everytime I wear mine at work they tell me how professional I look and ask if I am going on an interview. So I think that will help you look business casual.
You know what would probably win Kohl's over? Is if you bought a button down white dressy shirt and a pair of nice slacks from their store.
If you can't buy, then you aren't ready for interviews.
You're going to need to wear grownup clothes for this interview. If you don't have any, borrow some from friends, or get your parents to loan you the money for them. You'll need a shirt with a collar, pants with a crease, and real shoes. No t-shirts. No jeans. No sneakers or flip-flops.
If you don't dress properly, you won't be offered a job. Period.
if you are going for an interview for that type of job - you will have to be wearing at least business casual dress every day anyway
Khaki pants - Dockers,etc, either a pullover "golf" polo type shirt for warm season or a button down long sleeve shirt for cold weather

You must own at least one pair of slacks. Maybe a knee length skirt is buried in your closet?
Basically, it means dress like an adult. No excessive jewelry, no cleavage, no tight clothing. Be neat and tidy with simple hair and make up.
No jeans, no leggings, no sleeveless, no thighs showing and no stilletto heels.
Ask the parents for a loan and hustle out and grab some today!
Like a pencil skirt and a button down or a "fancy" top with heels or flats:)
