I have a questionnaire that needs to be answered for my college IT class and my company has not responded to me yet and it is due soon. I was wondering if I can use my local public schools IT department instead. But I am not sure if it would be considered a company or a business. Can anyone answer this?
Update:Could it be considered a non-profit business?

depends whether or not it's owned by the government. Public schools are schools which accept any student with almost any academic record. If it's not government-owned, then it's a business, probably owned by a group of people.

No, but it should be. Government schools face no competition hence they can be crappy and still exist but schools that must compete for pupil's dollars must always strive to be better than its competition, hence better educated students.
Why, just look at the language and spelling skills demonstrated here to know that we are producing a generation of illiterates.
