Either way will work fine - the computer just gives you a better interface - might be easier.
That Wouxun radio looks pretty good but it is really made for commercial users. There are many cheap chinese radios out there now made by brands no one has ever heard of. Most of them work fine.
Personally, if you have a ham license, you probably should just get a normal ham radio made by a known name brand like Yaesu, Kenwood, ICOM etc.
