General consensus these days is that it is completely cultural. There is no biological evidence which would correlate to any understanding of race from the point of view of perception. Even from a layman point of view we can see that what we call black or white is entirely arbitrary. If someone has one black and one white parent and they look a bit tanned with frizzy hair, in the UK/US that person is perceived as black. Why is s/he not perceived as white? Clearly this is a social construct based on whiteness versus everything else/every other shade as non-white. In Brazil, they distinguish between 12 skin colours I believe. How about middle Eastern countries? Black or white? North Indians think of themselves as "pure" but they are a result of Aryan tribes and mixing with Dravidian tribes, etc, etc.
Race is biological one can not choose their race it is genetic... Based on the way we classify. Culture is learned from community, family, etc... God bless****

It's both. Race is defined by culture, so does the physical characteristic.
