Before I really got into makeup, I made my own primer.
I used:
-Concealer
-The slightest bit of cream
-Body Butter
I contained it in a retainer case XD. (I have too - I'm not gross, lol.) And you mix it together.
You could sub a foundation for concealer but I recommend using either liquid foundation/liquid concealer to make this primer. But, foundation primer should work. It's essentially the same thing.
Also, if you wanted a good cheap primer, check out eyeslipsface.com and they have a primer (studio line -$3, regular -$1) and they have cream shadows ($1). If you're willing to spend a bit more money, then get the revlon illuminance cream shadows - they're good but crease (they're about $7). If you were willing to go a little more pricey, I recommend MAC Paint Pots (either bare study, painterly, or rubenesque - $16.50 each) or Urban Decay Primer Potion ($17) or Too Faced Shadow Insurance ($18). They're fantastic.
Also, if you really need a primer straight away, you could just use a plain old concealer. (:
Go check out bee luscious cosmetics they have a primer for all skin types and 3 different eye primers as well as super wear cream shadows that are better than MAC paint pots.
That would suffice in a pinch, but a really good eyeshadow primer is a stick concealer. Dot it on your lids, blend, apply shadow, and lightly brush with translucent powder, and your eyeshadow will stay put!

Other products you can use are face powder, concealer, foundation, a cream shadow in your skin tone or the shadow you plan to use, or an eye liner.
L'Oreal True Match concealers are excellent
CoverGirl TruBlend Minerals Loose Powders work very well
CoverGirl TruBlend Liquid Makeup works great
Maybelline New York Dream Mousse Shadows are excellent shadow bases too

u could use foundation as primer or paint pots from mac, NYX eyeshadow pencils work really well and are fairly cheap.
