From what I know, there are Democratic "super delegates" who are a bunch of individuals (such as governor, long-time activists, etc.) who are chosen to be able to vote on their own for Democratic candidates as delegates. Their votes are added to the votes of the regular delegates to determine who gets nominated, hence there was an end-game scramble for them by Hillary and Obama in 2008.
